TEMPO.CO, Jakarta - Indonesian State Secretary Minister, Prasetyo Hadi, stated that the establishment of the Workers' Welfare Council promised by President Prabowo Subianto did not materialize. Prabowo presented the plan during his speech at the 2025 May Day commemoration.
Instead of forming the Workers' Welfare Council, Prabowo decided to appoint an advisor specifically tasked with labor issues.
"After we tried to study it, there was something that we felt related to everything that was intended to be achieved with the existence of the Workers' Council, we may look for a different scheme," said Prasetyo at the Presidential Palace in Jakarta last Monday, June 8, 2026.
The alternative scheme referred to the appointment of the Labor Party President, Said Iqbal, as the President's Special Advisor for Manpower and Workers' Welfare.
According to Prasetyo, this step was directly decided by the president. Meanwhile, Said Iqbal, who is also the President of the Indonesian Trade Union Confederation (KSPI), was inaugurated as Prabowo's special advisor yesterday, based on Presidential Decree Number 58/P of 2026.
"Therefore, the President then decided to appoint one of the labor figures as his advisor in the field of manpower and workers' welfare," said Prasetyo.
The appointment of Said Iqbal as an advisor in the labor sector is expected to intensify communication between the government and workers. "Non-bureaucratic, once again we together fight for what has long been awaited by our labor friends, especially in the current economic situation," he said.
Previously, as part of his commitment to the protection and welfare of workers, Prabowo promised to establish the National Workers' Welfare Council. Prabowo conveyed the promise in front of tens of thousands of workers during the International Labor Day commemoration at the National Monument area in Jakarta, on Thursday, May 1, 2025.
"I want to give you workers a gift today. I will soon form the National Workers' Welfare Council consisting of labor representatives from all over Indonesia," Prabowo said at that time.
Four months later, precisely on September 1, 2025, the President of the Confederation of All Indonesian Workers' Unions (KSPSI), Andi Gani Nena Wea, stated that the Head of State would announce the formation of the new council. He conveyed this after meeting with Prabowo at the State Palace.
In addition to Andi Gani, representatives of labor unions who were present included Said Iqbal, President of the Confederation of Indonesian Prosperous Trade Unions (KSBSI) Elly Rosita Silaban, and the Chair of KSPSI Jumhur Hidayat.
Andi said that the Workers' Welfare Council would operate at the ministerial level. At that time, he mentioned that the council would consist of six labor figures. Andi stated that he and other labor union leaders refused to become state officials.
