Indonesia Drafts Regulations for Russian Oil Imports

TEMPO.CO, Jakarta - The Indonesian government is preparing a regulatory framework to govern a planned import of 150 million barrels of crude oil from Russia, as part of efforts to diversify its energy supply amid global market volatility.

Deputy Minister of Energy and Mineral Resources Yuliot Tanjung said the ministry is currently finalising “umbrella regulations” that will determine the import mechanism, including whether the oil will be brought in directly by a state-owned enterprise (SOE) or channelled through a Public Service Agency (BLU).

“At this stage, we are only finalising the regulatory framework for the import mechanism. It will either be handled directly by a business entity or through a Public Service Agency. These are the two options for which we are preparing the umbrella regulation,” Yuliot said, as quoted by Antara on Friday, April 24, 2026.

He explained that both options are still under evaluation, with each carrying different operational and financial implications for Indonesia’s energy sector.

Under the first option, imports would be managed directly by an SOE. However, Yuliot noted that this could be complicated by existing procurement contracts already held by state-owned companies with other crude suppliers. It would also require adjustments to procurement procedures, including competitive tender processes and financing arrangements.

“If it is handled by a state-owned enterprise, it must go through a tender process first. In that case, it would follow a government-to-government (G-to-G) scheme,” he said.

The second option would place the import under a Public Service Agency, which officials say may offer greater flexibility in financing and procurement. However, the government is still assessing the structure in coordination with relevant ministries, agencies, and industry players.

“This is still being discussed across ministries and institutions, including how the import process will be structured and which route will ultimately be chosen,” Yuliot added.

The planned import follows remarks by Hashim Djojohadikusumo, Special Presidential Envoy for Energy and Environment, who said Indonesia had secured a commitment from Russia to supply 150 million barrels of crude oil at a preferential price. The agreement was reached during President Prabowo Subianto’s visit to Russia.

The government sees the potential deal as part of Jakarta’s strategy to strengthen energy security by broadening its supply sources, amid continued fluctuations in global oil markets driven by geopolitical tensions and disruptions in major producing regions.

If realized, the agreement would mark a significant expansion of Indonesia–Russia energy cooperation as Indonesia seeks to stabilise long-term fuel supply and manage external price pressures.
