Indonesia, UNFPA Partner to Enhance Human Resource Competitiveness

TEMPO.CO, Jakarta The Indonesian Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas) and the United Nations Population Fund (UNFPA) are collaborating to improve the competitiveness of human resources.

"The collaboration with UNFPA is very important. This cooperation program will support the implementation of various global instruments that are a priority of the Indonesian government, including the SDGs (Sustainable Development Goals), welfare, and gender equality," said Minister of PPN/Head of Bappenas Rachmat Pambudy at the launch of the Country Program Implementation Plan (CPIP) of the Cooperation Program of the Government of the Republic of Indonesia (RI) and UNFPA Cycle 11 (CP11) for the period 2026-2030.

In a written statement received in Jakarta on Thursday, as quoted by Antara, he said that to accelerate the achievement of SDGs by 2030 from the current 62 percent, Indonesia and UNFPA are collaborating to support the vision of Golden Indonesia 2045 with a primary focus on increasing human resources competitiveness, especially through the health development agenda for all, and strengthening gender equality.

It is recorded that the Maternal Mortality Rate (AKI) has dropped drastically from 346 per 100,000 live births in 2010 to 189 per 100,000 live births in 2020. However, this achievement is still far from the targets of the 2025-2029 National Medium-Term Development Plan (RPJMN) and SDGs, which are 77 and 70 per 100,000 live births, respectively.

To maximize the demographic bonus from the peak of the productive-age population in 2030, he continued, investment in strengthening human resources and population resilience in facing demographic shifts is urgently needed.

UNFPA, he said, has supported the Indonesian government in sexual and reproductive health, youth, population and development, and gender equality for more than 50 years.

As a government coordinating agency, the agency will continue to ensure that the collaborative program aligns with national priorities and strengthens implementation through support from implementing and strategic partners.

Furthermore, the CP11 program is aimed at achieving transformative outcomes, namely ending preventable maternal deaths, eliminating unmet need for family planning (KB), adapting to demographic changes, and eliminating gender-based violence and harmful practices against women and girls. This aligns with the 2025-2029 RPJMN and the 2030 SDGs.

With an estimated budget of US$38.5 million, the program will prioritize interventions in areas with high inequality and vulnerable communities.

"This 11th cycle of the Indonesian government and UNFPA cooperation program marks the final transition from service provision and capacity development to strengthening sustainable policies and systems," said UNFPA Representative in Indonesia Hassan Mohtashami.

"Our vision for 2026-2030 is to accelerate progress in enhancing institutional capacity, filling gaps, and changing social norms so that Indonesia achieves national priorities and global commitments," Hassan said.

The 11th cycle of the RI-UNFPA CPIP (2026-2030) includes programs aimed at achieving four main outputs. The first is strengthening the capacity to provide quality reproductive health services, including improving midwifery education, maternal and newborn emergency services, and family planning.

Furthermore, strengthening planning, budgeting, and stakeholder partnerships to reduce maternal and infant mortality and prevent and address violence against women and girls (KTP/AP). Third, strengthening the production and utilization of population data for evidence-based policy formulation and development planning.

The final output is an increase in institutional capacity to prevent and address KTP/AP and harmful practices.

The CP11 partnership strategy will involve various stakeholders, including government agencies, the private sector, faith-based organizations, academics, and civil society organizations.

In addition, Indonesia will continue to strengthen its global leadership role through the South-South and Triangular Cooperation (SSTC) platform in the areas of sexual and reproductive health, population, and gender equality.
