
TEMPO.CO, Jakarta - Leaders of the Association of Southeast Asian Nations (ASEAN) member states adopted the Cebu Protocol to Amend the ASEAN Charter on Friday, May 8, 2026. As reported by Antara, this development marks the inaugural revision to the association's foundational document since its signing in 2007.
In a press conference following the 48th ASEAN Summit in Cebu, Philippine President Ferdinand R. Marcos Jr. characterized the move as a significant milestone for the reform of ASEAN and the comprehensive integration of Timor-Leste into the regional bloc.
"Another important achievement is the adoption of the Cebu Protocol to Amend the ASEAN Charter. This marks the first amendment to the ASEAN Charter since its signing in 2007," Marcos stated.
The amendment arrives nearly two decades after regional leaders signed the original charter in Cebu, an instrument that formally transformed ASEAN into a rules-based regional organization with legal status.
Marcos noted that the protocol reflects ASEAN's steady evolution into a more robust and inclusive regional community.
Prior to the summit, ASEAN officials clarified that the amendment facilitates the full integration of Timor-Leste into the fold after the nation officially became the 11th member in October 2025.
President Marcos also underscored ASEAN's progress across the three pillars of political-security, economic, and socio-cultural cooperation, as the bloc begins the implementation of the ASEAN Community Vision 2045.
This long-term roadmap is designed to position ASEAN as the "center of growth" within the Indo-Pacific region over the next two decades.
The 48th ASEAN Summit in Cebu, Philippines, convened Southeast Asian leaders amidst a heightened focus on economic resilience, geopolitical stability, energy security, and institutional cooperation.
