Why Parties Are Stalling Election Law Revision

TEMPO.CO, Jakarta - Welcoming representatives from the Civil Society Coalition for Election Law Codification, Gerindra Party politician Bahtra Banong invited his colleague Azis Subekti. Both serve on Commission II of the House of Representatives (DPR), which oversees governance and elections.

On Monday afternoon, April 20, 2026, at the Gerindra Party office in Pasar Minggu, South Jakarta, Bahtra and Azis listened to input from the coalition regarding materials for revising the General Election Law. One of the coalition representatives delivering a presentation was the Executive Director of the Association for Elections and Democracy (Perludem), Heroik Mutaqin Pratama.

Heroik said the discussion with Bahtra, who is now Deputy Chair of House Commission II, began with efforts to improve the electoral system. Parties are still debating whether to adopt an open or closed proportional system for the 2029 election. The current system is open, allowing voters to select individual legislative candidates. Under a closed system, voters would only choose a party symbol.

According to Heroik, the coalition proposed a mixed system using a mixed-member proportional (MMP) scheme. "This system can bridge the debate between open and closed proportional systems," Heroik said in Menteng, Central Jakarta, on Tuesday, April 21, 2026.
