Minister Urges Inclusion of Journalist Royalties in Indonesia's Copyright Law

TEMPO.CO, Jakarta - The Indonesian Minister of Law, Supratman Andi Agtas, stated that royalties for journalistic works should be included in the revision of the Copyright Law, currently being deliberated in the Legislative Body of the Indonesian House of Representatives (DPR RI).

Supratman revealed that he has received numerous suggestions and input on journalistic works that should be protected under Copyright Law. He stated, "We will formally invite a dialogue to formulate a norm so that journalistic works can be included in the Copyright Law norm," Supratman said after a discussion on publisher rights at the Press Council office in Central Jakarta, on Thursday, April 23, 2026.

According to Supratman, society is currently facing inevitable technological disruption. On the one hand, technology accelerates the dissemination of information to the public. However, he hopes technology will provide economic benefits to Indonesia's media industry. "It should not kill the media. We need to coexist," he added.

Supratman emphasized that the media industry must not die out, as it could become a problem for everyone. He asserted that journalistic works are not just informational products but also high-value intellectual assets that must be firmly protected under the legal system.

Hence, the government is pushing for clear regulations regarding licensing mechanisms and royalties to ensure that the press industry is not disadvantaged in digital distribution.

The minister mentioned that the government is currently drafting the Copyright Law bill, with the material already prepared by the government team. "We are waiting for the president's letter for the appointment of government representatives to form the team and submit it to the DPR," he said.

In addition to protecting journalistic works, the revision of the Copyright Law aims to improve rights management systems in other creative sectors. This includes improving the organization of Collective Management Organizations (CMOs), which have been deemed inadequate. "We target to complete the Copyright Law within this year. Because it's not just about CMO organizations, collective management institutions, they all need to be regulated and reorganized," the Minister of Law expressed.
